PDE Programme Manager Contract

PDE Programme Manager – London (hybrid) – up to £800 per day inside IR35 – SC needed – 12 months contract. 

NSSIF currently has five PDE Partners, supported by engineering/ technology specialists. The PDE Partner role is to support the design of work programmes (technology trials and pilots), and then manage their delivery and evaluation. PDE Partners help design work programmes in response to NS&D customer demand signals. They contribute to proposals which go through a formal governance process within NSSIF to ensure suitability and viability. Once a work programme proposal has been approved, the PDE Partner will oversee the whole work programme, governing the deliverables and signing off milestone achievements. The PDE Partner is responsible for planning, liaison and progress in the partnership between the portfolio company and the NS&D partner organisation, engaging all stakeholders. PDE Partners typically work across multiple work programmes at the same time.

Job responsibilities:

• Supporting the drafting of Work Programme proposals
• Sizing of Work Programmes to gauge NSSIF commitment
• Leading Work Programme Kick Offs, setting expectations for the partnership
• Work Programme stakeholder management
• Work Programme lifecycle management
• With Commercial, managing contract changes (pivots/extensions)
• Effective close-down of work programmes, capturing insight and outputs
• Help identify, support and implement process improvements for the PDE Team and associated activities

Experience and Qualifications:

• Proposal submissions are supported with PDE input and direction
• Work Programme stakeholders are well briefed and actively engaged
• Work Programme meetings are scheduled; key documentation is produced; reports and outputs are captured; metrics are collected and monitored
• Work Programmes are appropriately managed throughout their lifecycle
• Improvements to PDE and associated processes are identified and action taken
• Required skill sets include:
• A strong team-member, willing to be flexible and help problem solve
• Very organised, managing priorities, and multi-tasking to a high standard
• Ability to design and coordinate complex programmes with creativity
• Strong stakeholder management and clear communication skills, engaging a range of people and seniorities across government and industry.
• Able to write formal business case documents and reports with clarity and impact.
• Interested and aware of technology innovation. This is not a technical role, but the ability to understand and articulate a range of technologies and their potential application within the NS&D community is essential.
• Commercial awareness, sufficient to understand the differing contracting and pricing models associated with SME technology adoption, evaluation and implementation.
• Can work effectively with wider business units, eg: Finance, Commercial, Compliance
